If you want a lot of user interaction, I'd go with Drupal. It's got a lot of stuff built in, and what it doesn't have in core is usually available as a module.

What is the purpose in stating you want a web site with a forum and then make a brief suggestion to us in what to use. If you already know what you are doing, don't talk about it here, go do it.
