walk around without shirts on like men do? i mean if they still have an ID that says they are males? would that be indecent exposure? i know it's a stupid question but it's a slow day at the office and i was just thinking of ways girls might advertise themselves if they were out on the streets or whatever.

It is still considered Indecent Exposure. There have been many trans women on the DC stroll that would wear trench coats with little to nothing underneath that can attest to the charges the "long arm of the law" gave them.
Also, there was a poker player years ago, in Vegas I think, that supposedly lost a bet and got implants, he was every bit a 'guy' just with huge C/D cup (can't remember which) breast that still had to remain covered up.
There was also the famous LineTrap cell phone vid at a cosplay convention where she flashed her small but perky hormone boobs and was asked to leave whilst proclaiming that she wasn't a genetic girl so it was ok.
I recently had a discussion with another trans girl and we spoke on how it would be a disservice to proclaim to be 'male' under certain circumstances, but demand to be treated as 'female' in others. We must stand strong in our conviction of being treated as 'female' if change is ever to take place. On the other side of the spectrum, I've met some trans women who don't want to be label as 'female' at all. They are comfortable as being Trans and wish to remain as this 3rd gender, not unlike what Nepal has done.
Regardless, you do bring up an interesting point, as fat men with 'man boobs' can clearly walk around the beach shirtless, while trans women, would immediately be arrested (here in Va anyway).

It's legal for women to walk around without tops on here... they aren't likely to... but it's legal. As long as they aren't using it to y'know... sell themselves.

Umm, so you are saying in the State of New York you can walk down any street, even Times Square, as a female totally topless, and not break any laws? How very interesting... I guess I will need to visit that state to film my outdoor scenes without any legal hassles.

You're gonna wanna get the details for the law before anything though. I'm not sure what exactly it entails. But in this state, if a girl wants to be skins in a public park, she can be... there's a good chance it won't be much to look at anyway. I've seen girls that play basketball... eugh...
As an officier of NYC, I'm here to tell you it is LEGAL but you rarely seeing it done due to common-sense.....smiling..........

So it seems that it depends on the state that one is in.

i mean i know they are all local laws, there is no federal indecency law but, i just figured that 3/5ths of the states had some sort of universal law on the books.

I've been banned from youtube a few times for being topless in videos, so i'd say no.

That was my thought there is a time and place for everything. I don't even want to see most of the men that go shirtless half the time with those nasty ass bellies offending my eyes. But seriously as much as I like to be naked its common decency the world is not full of adults there are children in the streets who in their right mind would want to walk about topless we shouldn't have to have laws for stuff that is common sense. But then again common sense aint so common cause most people don't have it

When you do film in New York, you will want to make sure that you get your film permit in order. It would be my guess that your film permit will cost you more then any indecent exposure charge ever would. Oh, and as far as I am concerned you can frame the 'FAT GUY' out of the shot.

Don't think that you will be ablle to do any of those "Brazil" style shoots, but New York is very media friendly.

*cough* I'm sorry, I didn't mean to insinuate that I would actually be going to NYC to film, it was more 'in jest'. I've a couple projects in mind, but thus far, it's just been too problematic. So much so, that unless I find some nice private property I just don't see it happening.
