Non-functional means that her penis won't become erect even when stimulated (doesn't work). Just because a girl can't cum doesn't make her non-functional. Just means that for whatever reason, most likely hormones, her body doesn't produce as much testosterone as it normally would in a hormonally balanced state. Hope this helps.
